Missing-nin (抜け忍, nukenin, English TV: Rogue Ninja, Literally meaning: runaway shinobi) are ninja who abandon their village with no intention of returning. Missing-nin are criminals in effect, if not before their defection then certainly after abandoning their duties. As such, missing-nin are listed in their village's Bingo Book to be killed on-sight. Although some missing-nin may continue wearing their village's forehead protector, they no longer swear allegiance to their village; most of these missing-nin carve scratches across their forehead protectors to symbolize they have rejected their village.

There are rules that are specific to each village determined by that villages kage, who are responsible with determining appropriate punishment and bounty for those crimes. There are also generic across the world crimes with specific bounties, that are in place until a kage overrules them. Kage are free to place whatever bounty they want on someone, but generally they will have to pay for this out of their villages funds or even out of pocket.

CRIMES:
Theft – 500 + price of thing stolen
Assault (Civilian/Academy Student) – 1,000
Assault (Genin/Chuunin) – 5,000
Assault (Sp.Jounin/Jounin) – 10,000
Assault (ANBU/ANBU Captain) – 25,000
Assault (Jounin Commander/Councilman) – 30,000
Assault (Kage) – 50,000 - kill on sight order
Murder (Civilian/Academy Student) – 5,000
Murder (Genin/Chuunin) – 10,000
Murder (Sp.Jounin/Jounin) – 20,000
Murder (ANBU/ANBU Captain) – 50,000
Murder (Jounin Commander/Councilman) – 75,000
Murder (Kage) –  100,000 - kill on sight order
Deserting the Village – 5,000
Attacking the Village – 50,000
Destroying the Village – 1,000,000
Aiding a Criminal – 20% of that criminals total bounty


There are different levels granted to Missing ninja based on their displayed level of skill. These do not always correlate to their ACTUAL level of skill, but show the ability they have displayed in a public setting. These levels also come with general warnings, though some warnings are more commonplace than others, based on the threat of the individual.

WARNING LABELS:

Capture on Sight – The most common warning label given to lower ranked MNs. This is generally so they can be brought back into the village to be punished for their crimes and then potentially released back on bail or probation later on.
Kill on Sight – The most common label attached to higher level MNs that have more sensitive knowledge about their villages inner workings. These ninja’s bodies are to be destroyed upon death IMMEDIATELY to avoid their bodies from falling into the wrong hands.
Approach with Caution – A slightly more rare label given to those with a unique skill set/those who have dangerous abilities to watch out for. But, generally, this one is given with one of the other two above labels attached as well, so its more of a modifier than anything.
Do not engage alone – This is another modifier label that is even more rare than the one listed above. It is reserved for those who are powerful enough that they should not be engaged alone, or that pose too much of a threat to battle individually.
Flee on Sight – This is the most rare and ‘prestigious’ (among MNs) label available. It is reserved for those who are simply so terribly powerful that villages would simply rather their ninja run away from this person with their lives than pick a fight and possibly bring the wrath of this MN onto the village.


Missing-Ninja LEVELS:
Missing-nin/D: This level represents those who abandoned their village as a Genin, or have shown only the skill level of a genin in public.
Missing-nin/C: This level represents those who abandoned their village as a Chuunin, or are known to only be around chuunin level.
Missing-nin/B: This level represents those who abandoned their village as a Special Jounin, or are known to be around that level.
Missing-nin/A: This level represents those who abandoned their village as a fresh Jounin or ANBU operative, or are known to be around that level.
Missing-nin/S: This level represents those who abandoned their village as Veteran Jounin+, or are known to be that level.



One can be given warning labels from other villages and accrue bounty from other villages during a time of war or distrust between villages, without having to first be a missing ninja. But, generally, only missing-nin get bingo book pages.

REPUTATION SYSTEM


Reputation- the beliefs or opinions that are generally held about someone or something

Here at the Revolution, Reputations will be a big factor in the well being of your character. Your character will either be a nobody or a somebody. A weakling or a legend. God of punks or God of Shinobi. Reputations can and will eventually land you in the bounty book. Here are the rules and guidelines to the Reputation System.

These following things add Reputation to your character.
Missions
Rank D: 5 Rep
Rank C: 10 Rep
Rank B: 15 Rep
Rank A: 20 Rep
Rank S: 25 Rep



Events
Fighting a bijuu: 50 Rep
Hosting a Bijuu : 100 Rep
Killing a Bijuu: 200 Rep
Taking over an Organization: 50 Rep
Taking over a Minor village: 100 Rep
Taking over a Major Village: 150 Rep
Killing off your clan : 100 Rep
Killing a Kage : 150 Rep
Other Event REP can be gained on a case by case basis, more participation warrants more rewards

Misc
Using a Limited in a public place (Event): 50 Rep
Byakugan or Sharingan : 25 Rep
Mangekyo Sharingan : 50 Rep
Eternal Mangekyo Sharingan: 100 Rep
Famed Clan i.e Senju, Uzumaki: 25 Rep
Kage: 200 Rep
Special Release used in big area such as war or exams: 50 Rep
Leader of a Strong Group(5 members): 100 Rep
Follower of a Strong Group(5 members): 50 Rep
Grand Master Sage: 50 Rep
Becoming a Missing-ninja in a big way (Killing or assaulting the Kage or village ninja on your way out. These must be PCs) : 100 Rep

TIER

Each TIER you gain: E-D, D-C, C-B, etc... gains you +100 REP.


MORE REP CAN BE GAINED BASED ON CHARACTER ACTION! DO SOMETHING THAT WILL GET YOUR NAME OUT THERE, AND STAFF WILL REWARD YOU WITH A FAIR AMOUNT OF REP!





Reputation Rank

0-50 RepYou're a nobody. Nobody knows you or cares to.
51-100 RepYou're known around your clan, and clan allies.
101-150 RepYou're known by a few jounin in your village, all academy
students and genin know your name.
151-200 RepAll Chunin in your village know your name,
Many jounin in your village know of you and your
strengths.
201-250 RepMost of the village knows you by heart. Your a very
influential person in your village.
251-300 RepEveryone in your village knows you. Even the Kage.
301-350 RepEveryone in the village knows your primary element (First attained basic element) and your strongest skills;Nin, Gen, Tai. (Where your highest skill is allocated or which skill is your primary)
351-400 RepVillages adjacent to your own know your name and you now have a famous nickname/alias.
401-450 RepVillages adjacent to your own know what you look like and your name.
451-500 RepVillages adjacent to your own know what
your primary elements are, your strongest skill. At this point
you are listed in the bingo book somewhere.
501-600 RepYour village and those adjacent to it know of your Primary Limited if you have one(First Limited Obtained), They also know your
most famed weapon, summon, stat etc. 
601-700 RepOther Hidden Villages know of your name.
701-800 RepOther Hidden Villages know who you are to an extent.
801-999 RepAll of the countries know who you are, your
intentions, your primary limited, your main three elements, and from where you hail.
1000 RepYou are a house hold name to everyone. Everyone knows
who you are, who you lead, village. Everything.
