Kugujutsu System
The Key element to using Kugujutsu in NR is using the Puppet Technique. Performing the Puppet Technique involves emitting chakra threads (チャクラの糸, Chakura no Ito) from a user's fingers to connect to a puppet, with the fingers' movements controlling the puppet's actions. Less experienced users will connect all ten of their fingers to a single puppet, with each finger controlling a specific joint or mechanism. As a user becomes more experienced they require fewer threads to control a single puppet, until finally they can control a puppet using only one thread. With this growing mastery, users also become able to control multiple puppets at a time, ten being the normal limit (one per finger). No matter how many threads are being used per puppet, the user's will plays a large role in a puppet's movements, thus creating an inevitable time lag between the user's commands and the puppet's response. As such, there are a few important things to take note of:
- Puppet users get the Chakra Thread Technique for free upon claiming the specialty.
- Puppets do not require chakra or stamina to maintain or use in battle, however their attacks count as freeform unless they are wielding a separately purchased weapon/modification.
- The only time puppets require chakra is when techniques are used through them.
- The Chakra Thread Technique DOES cost normal chakra if used on anything other than the users puppets (i.e. to control weapons or move things in the environment).
- While actively utilizing a puppet, one is incapable of performing techniques that aren’t kugujutsu techniques. (All techniques MUST utilize the puppet as their medium and as such be registered as Kugujutsu)
Puppets
Puppets (傀儡, Kugutsu) are used as weapons by puppeteers. They are most often humanoid-looking creations, but depending on the creator, they can resemble anything. They are fashioned in a manner that uses every part as a weapon, giving the puppeteer a myriad of ways to manipulate it. Puppets are long-ranged type weapons that can be used offensively, defensively or for supplementary reasons, and are controlled via Chakra Threads.
The Number of puppets a user can control at one time is directly proportional to the number of slots that puppet takes up, this is determined by puppet rank. The only exception to this rule is an Ultimate technique that allows one to control up to 10 puppets. The slots each rank takes is listed below:

(NOTE: Regardless of slots, a puppeteer can only control a maximum of 5 puppets at a time outside of the use of an Ultimate technique as described above. If using an ultimate technique to grant yourself access to the 10 puppet rule, these puppets can be character tier +1 in strength.)
Puppets are a unique item that require their own unique template for submissions, though they count as equipment when submitted. You will notice that their abilities are divided between five distinct sections of their body, this allows the user more versatility in combat however, puppets come with additional rules: These individual sections abilities can only be used separately, meaning ONE per post. (e.g. you cant shoot senbon from the mouth and stab someone with the arms in the same post). Their template is found below:
Name: Name of the Puppet
Creator: Who created the Puppet, this determines who it belongs to or what puppeteers line it comes from. Mostly for flavor unless you have a particular theme going for you.
Rank: What rank is your puppet? This determines how many slots it fills.
Head: This determines what the head portion of your puppet can do. This is to be a singular straight forward ability. Please note that if it has ANYTHING to do with using chakra, it will need a chakra cost. (i.e. shooting fire from the mouth.) It can have a mechanical feature that doesn’t require chakra, such as launching senbon from its mouth. If it uses poison, it requires you to have the poison trait.
Arms: This determines what the arms of the puppet can do. This is to be a singular, straight forward ability. Please note that if it has ANYTHING to do with using chakra, it will need a chakra cost. (i.e. shooting fire from the palms.) It can have a mechanical feature that doesn’t require chakra, such as creating a spike from the palms. If it uses poison, it requires you to have the poison trait.
Torso: This determines what the Torso of the puppet can do. This is to be a singular, straight forward ability. Please note that if it has ANYTHING to do with using chakra, it will need a chakra cost. (i.e. electrifying the body of the puppet.) It can have a mechanical feature that doesn’t require chakra, such as opening itself up to act as a trap. If it uses poison, it requires you to have the poison trait.
Legs: This determines what the arms of the puppet can do. This is to be a singular, straight forward ability. Please note that if it has ANYTHING to do with using chakra, it will need a chakra cost. (i.e. shooting fire from the heels.) It can have a mechanical feature that doesn’t require chakra, such as creating a spike from the heels. If it uses poison, it requires you to have the poison trait.
Misc. Section: This section of a puppet is unique and can very in appearance as much as it does in function. Of course all puppets, as with all weapons and jutsu are graded on a case by case basis, but this particular feature is heavily looked at when grading a puppet. It can be literally any additional part of a puppet such as additional arms or legs, a second head or even a tail such as one made of razors. The above rules still apply, however this allows puppeteers more versatility.
Price: Below are the prices for purchasing a puppet. If you would like to upgrade your existing puppets to higher rank, it is 1/2 the cost of the next rank. i.e. if you have an E-rank puppet and want to upgrade it to a D-rank puppet, you must pay 1,000 ryo.

Human Puppets
A human puppet (人傀儡, Hitokugutsu) is a puppet made from dead shinobi, that must be a PC or Staff NPC that is killed by the creator. By removing the internal organs of a certain person and preserving their corpse to prevent decomposition, as well as making several other modifications to it, the user can create a powerful type of puppet. These puppets are different from normal ones, as they retain the use of chakra and any kekkei genkai that their human host once had. Human Puppets enjoy the following benefits/requirements:
- Can only be created by an A+ Tier Puppet Master.
- Require Kugujutsu and Medical Ninjutsu Specialties.
- Retain access to the puppets Kekkei Genkai, although this takes the puppets Misc. Slot.
- Retain the original humans Chakra pool which is drawn from as the primary for the use of techniques, however this reverts to the users pool once theirs is depleted.
- The ability to create Human Puppets removes an Ultimate Slot.
Puppet Modification
It is possible to modify one’s own body with puppet style modifications, however these are incredibly difficult. This requires one to purchase themselves as a puppet and then have a fuinjutsu as well as a medical specialist transplant their heart into the puppet. IF the user has the Kugujutsu, Fuinjutsu and Medical Ninjutsu Specialties, they may roll a d20 to attempt the surgery themselves, though they must roll HIGHER than 13. If they fail, they lose a death strike. When one converts their body into a puppet, they retain their kekkei genkai, chakra/stamina pools and any elements they knew prior, but their freeform stats operate as weapon freeform stats instead [other than perception which remains normal].
