Some issues here

• You need a resistance criteria. Something like; "This technique does not gain this effect against Ninja whose Durability exceeds this jutsu's rank (not power)."
  
• Completely removing access to jutsu is going to be a no-go. What you can do instead, however, is interrupt jutsu that are currently being maintained by the caster, and make them unable to cast said jutsu again for 2 posts.
