Using a construct of water around the blade of a Samurai's weapon a large and wide swing pushes outward with devastating force. The wide range of the skill unfortunately does not give it along range. It's simply a rupture that trades force for power. It pushes things away in a tidal current rather than attempting to tear them assunder.

The swing moves out to a cone of 5m at Max range in a 90 degree vertex with a max range of 10m.

We're going to need some clarification on what that last sentence means exactly. It's a cone 5 meters out with a 90 degree vertex that reaches 10m out? That seems contradictory.
