Whilst using Utsusemi, Bolt Samurai can leave behind a lingering static construct that can jump to a nearby target. If the target is ungrounded it can cause paralysis when the lightning from their sword jumps to a nearby target. If they are grounded possibly muscle spasms for a few seconds nothing major. The space occupied is only a half meter.

Seems a lot like Elemental Ninjutsu, particularly because it can cause paralysis, but also because the sword isn't utilized at all in it.
