Notable Information Government Type: Unofficial Aristocracy. Kumogakure’s government is supposed to be a Representative Democracy, but factions have gained too much power and influence. Instead, it is made up of the Raikage, and their council, which is a small group of Jounin Commander advisors; a secondary, and less well-known figure, however, is the president of the merchants’ alliance and his cabinet of well-off businessmen, a faction that holds just as much power as the Raikage and their cabinet. Organizations: ANBU, Stormbreaker Notable Dissent and Drama: Kumogakure as far as central Kumogakure is paradise. Those who live inside its walls want not and fret not, under only the condition that they try. However, smaller villages outside main Kumogakure, and settlements inside the Land of Lightning, have a great disdain for their government. The protection offered their capital is not afforded to them, nor their seemingly endless funds. Additionally, they are not represented in the government the same way that the business-minded residents of central Kumogakure are. As a result, outer settlements have begun forcing themselves into the pipeline, hijacking trade caravans meant for Kumogakure. Still, some settlements do support Kumogakure, and this causes inter-settlemental conflict between citizens and militias. Village Relationships Kumogakure is rich enough that it mostly completely bullies other nations into trading with them. These villages cannot afford not to benefit from Kumo’s prosperity. Conversely, because of its standalone power and unwillingness to get involved in power struggles between other villages, it holds neutral military and political ties with other villages. Still, they made an unlikely ally in Kirigakure, as the Land of Water is the most resource rich land in the know ninja world, and the Land of Lightning wanted to secure their compliance in all facets. With recent reports of Kirigakure’s transgressions, Kumogakure has been forced to stand by them, swindling them into a strong and powerful political and military alliance. Brief Village History
Reigetsu Hyuga and Daiichi Yota were the first two to found the village of Kumogakure, high in the mountains. Daiichi became the Shodai Raikage, since Reigetsu felt herself too old to hold such a position properly. With his weather control, Daiichi kept Kumo shrouded in a dense cloud cover, since they were so high in the mountains. It is said that even to this day, it is his chakra and jutsu that keeps Kumo covered by the clouds. While he was a normally laid back person, he also had been raised in an era of war and constant battle, and felt that this is what made himself and others of his generation stronger than the newest generation that was being groomed now. It was for this reason that he was one of the only people to refuse the Shodai Hokage’s peace treaty outright at first, before eventually signing after being threatened with a war that he knew he wouldn’t be able to win. That is, until he was approached by Tenji Uchiha several years later and agreed to help him wage a war to weaken the Senju clan and Suna as well. He felt this would be a prime opportunity to expand Kumo’s power and give his ninja actual war experience. This plan quickly fell apart after Tenji was killed, and he was forced to surrender. He is still one of the oldest Kage left living at this point in time, though many feel he is close to retirement.
