We're willing to work with you on the Napalm one because of the precedence set by Explosive Tags and fact that it's easily explained through gunpowder, but this one is far outside the realm of what some powder would be able to accomplish. The weakness to your character is that they cannot use chakra, and to an extent, you can make up for this with items. But this does too good a job at covering that weakness entirely.

This seems like an attempt to circumvent the elements system which requires one to claim and train an element to attain access to elemental effects. I’m other words, you’d Need to obtain and train the relevant element to be able to app something like this.
