Outright blinding people for two posts as a C-Rank item is a lot. They'd find it impossible to defend themselves. Not to mention, it would blind Mika too.

rank increased, also technically Mika could close her eyes right before impact to protect her own sight as she would know when she is using it

So we talked about this in DMs a bit.

There are a few issues here. Firstly, it'd affect Mika too. Second, I should have been more clear in my initial post on this.  The issue wasn't just a rank, the issue is blindness for two posts (or one, if that's your next step) is unreasonable in an RP environment.  It's a cheat code for free hits.
