Is there a reason this has -1 technique power?

Originally the Technique was going to have -enemy reaction time in exchange for -technique power, however I was told that Techniques not part of a Fighting style can have such alterations as the -enemy reaction time, but for some reason could still carry a penalty to themselves, as such I have simply left it in.

also technically Mika is also hiding her strength with these techniques
